What it is
Housing-condition violations in residential buildings — heat, hot water, leaks, pests. Ranked Class A (non-hazardous), B (hazardous) and C (immediately hazardous). The correction and certification date is printed on each Notice of Violation. Most Class C conditions must be corrected within 24 hours of certified-mail service; self-closing doors carry 14 days.

What it can hold up
Failing to correct and certify brings civil penalties and inspection fees, and HPD may fix immediately hazardous conditions itself through the Emergency Repair Program and bill the property.
