What it is
Housing-condition violations in residential buildings — heat, hot water, leaks, pests. Ranked Class A (non-hazardous), B (hazardous) and C (immediately hazardous). HPD's deadlines run from the date of service and are not one figure: Class A 90 days, Class B 30 days, and Class C splits — 21 days for lead-based paint, window guards, mold, mice, cockroaches and rats; 14 days for self-closing doors; no time at all for heat and hot water; 24 hours for all other Class C. The date that governs is printed on your own Notice of Violation.

What it can hold up
Failing to correct and certify brings civil penalties and inspection fees, and HPD may fix immediately hazardous conditions itself through the Emergency Repair Program and bill the property.
