What it is
A violation stays OPEN on the building's public record until DOB accepts a Certificate of Correction — an affidavit swearing the condition was lawfully fixed. Paying the penalty and correcting the condition are two separate acts, and only the second one closes the record. Correction is now filed through DOB NOW: Safety; the AEU2, AEU20 and AEU3321 forms are no longer required and the information is entered directly into the request.

Who signs or acts on it (as the City states)
The Certificate of Correction is an affidavit and may be signed by the person named on the violation, a partner of that person in a partnership, or an officer, director or managing agent of the respondent corporation.
What it can hold up
Open violations can prevent selling or refinancing, and DOB may withhold a Certificate of Occupancy or Letter of Completion while they are active.
