A paid fine is not a closed violation
In New York, paying a penalty and closing a violation are two separate things. The Department of Buildings says plainly that a violation will continue to appear open in its records, even after the OATH/ECB penalty is paid, until an acceptable Certificate of Correction is submitted.
Citywide, 189,799 ECB violations are open with a $0 balance, across 81,122 buildings (data as of 2026-08-13). Open violations can affect permits, sales and refinancing.
