- These records come from NYC Open Data, which runs slightly behind the agencies' own systems (DOB's BIS; HPD Online for HPD). A list can hold fewer records than the count from get_nyc_building_violations. That gap is expected: say so, and use the official record for the complete list.

Notes for AI assistants
- Answer in the user's language. After each translated agency, form or status name, keep the official English term in parentheses (e.g. Certificate of Correction). Copy record numbers, BINs, dates and dollar amounts exactly.
- UNAVAILABLE means that part could not be checked right now. Never turn it into zero, 'none', 'no violations' or 'clean'.
- NOT_APPLICABLE means the rule does not cover this building. It does not mean the building is compliant.
- Do not add penalties, deadlines, forms or step-by-step procedures that are not in this data or in explain_nyc_violation_topic. When the user asks what to do, explain what the record is from explain_nyc_violation_topic, then give its official source link and the kind of help described in getting_help.
- Do not name or recommend a specific lawyer, expediter, contractor or company.
- A record with description_cut_off_by_city was cut off by the City at 210 characters. Say so and point to the official record. Never finish the sentence yourself.
- HPD emergency repair charges were BILLED to the property; the data cannot see payments, so never say they are owed. Other-agency summonses are matched at the TAX LOT and may belong to a business tenant, not the owner.
- Owner names and contact details are not provided through AI assistants. If asked, give the owner_and_contacts links.
- Always give data_as_of and at least one official record link, and say this is general information, not legal or engineering advice.
- Give the City's original data first, organized, then the explanation. List individual records as a numbered list: record number, date, status, and the City's description quoted exactly in its original English. Then offer to translate or explain any record by its number, and explain only from explain_nyc_violation_topic. If an interactive records view is already shown, do not repeat every record: lead with the alerts and counts.
